In Washington, when I applied, I went to the local PD, where I filled out the form, was fingerprinted, paid my $60 and left. 60 days later I received a letter that I could come in and pick up my permit. I know you said you want OWB, his are good, but his IWB the Com/Com1 in std or fully tuckable are great...
