I was getting some trigger time at PSC and when I was policing my brass I noticed a pile of brass behind one of the benches.
Is that meant for anyone particular? I policed for 9mm and left whatever else I found in the "pile".

I also made an observation on the plate rack, the number 5 plate on the far right must have a hole in the middle

All in all I had a blast. I do not get to shoot near as much since I started instructing.

LOL. I feel ya. When I shoot metallic silhouette matches, I always shoot right into the hole between the head and the horns on the rams.

...my range says if you din't bring it...leave it...they sweep up all the brass left by shooters, and store it...once a year they transport a semi full of it and sell it for scrap...for a pretty penny...they say if they din't do dat, they couldn't stay in business...I have asked at another outdoor range and they said I could pick up all I wanted as long as I din't bother the shooters...
...neither range reloads and sells reloads...too much liability...

2 possible explanations (base on my own personal experiences at PSC)
1. Someone was out there with their kids and the kids picked up the brass and were playing with it (mine do it every time we're out there)
2. Someone was picking up their brass and got tired of sorting through the other calibers. So they tossed all the other stuff into a pile to make it easier to find their own stuff (I usually toss it against the wall).

Either way, I don’t remember a policy that prevents you from collecting brass. I seem to remember the topic coming up in my orientation a few years ago and I thought they said just don’t go into a range and bother people who are already there shooting. I know I’ve run into an older gentleman out there who collects brass from the various ranges and sells it or uses it for reloads.

I left a gallon freezer bag on the sign-in stand. It was mostly full of my 45ACP brass with a few odds mixed in. It was gone when I came back today to shoot my black rifle.

I hope that it went to a worthy individual (not a reseller {not that they're not worthy}). I police my brass because I believe the club rules require it. I saved them because I thought I might start reloading. Only one of those statements turned out to be true.
