However, he was also into socialism and radical environmentalism. In other words, he's a full-out nutcase. Prime Minister- gun laws will change.

Shooter had a license to own 5 guns. So some government official signed off on this shooter after an interview.

I’m going to assume the man who fired at the shooter and chased him off, was illegally carrying.

I don’t think you can carry a pistol in NZ legally. Probably only in a locked box taken from your shooting club to another shooting club and only for a competition. Otherwise I think it can only be at your shooting club.
