Cleaning out the cabinet and the gun fell and discharged and just happened to hit his brother in the chest?

Don't know. I wasn't there. It's possible. But I'm inclined to guess "playing with the gun when they shouldn't have been" is closer to the truth.

When I first got my own guns (first was a .22 on my eighth birthday), they stayed in my dad's gun rack. By the time I was 12 or 13, I had my own gun rack in my own bedroom. At 14 or 15, it contained two rifles and two shotguns plus ammo for all, and I was in sole possession of the key. I managed to never shoot anyone. (Though I will not claim that I never handled the guns when I knew I wasn't supposed to without my dad being with me.)
If I had kids that age today, I'm not sure if I could be that trusting or not. I suppose it would depend on the kid and how much responsibility he or she exhibited.

What makes me suspicious is "teen cleaning out a cabinet". Right. What teenager cleans anything? Unless he was making room for his stash
