So... the conf committee report was distributed today, around noon.

What happens next?

It looks like it is eligible for consideration 24hrs after the report is distributed. Both houses have until the end of Sunday to adopt the conference committee report.

No. It means 1) only CHL's can have firearms in the parking lots of those specific employers; and 2) CHL's with firearms can can be prohibited from parking in the secured area contains the plant, isn't open to the public, and has controlled access. They cannot be barred from parking in others parking areas.

The section relevant to chemical plants and refineries is §52.062(a)(2)(F). They can prohibit employees other than CHLs from storing firearms in their vehicles. The House vrsion only allowed CHLs to store handguns in their vehicle; the conference committee allows any firearm.

What does that mean for those of us that don't speak legislative?

I believe it relates to the fact that bills returning from conference committees must be distributed to legislative members at least 120 hours (5 days) ahead of any vote. This would eliminate the 120 rule and allow them to do the up/down vote on this bill earlier.

SB321 has been eligible for consideration since 12:20pm yesterday according to the House Calendar.

I think this resolution is due to the fact that the conference committee changed some parts of the bill that weren't in conflict in the House and Senate versions (including a section specifying that employers have no duty to secure the parking lot or ensure employees' compliance with the storage laws), which is technically out of the scope of what the conference committee can do.

I called every committee member today and also wrote them a letter. This bill infringes on Private Property Ownership. As a business owner, I find this kind of legislation offensive. I have no issues with guns inside of vehicles while on my property, but I have a serious issue with people who write such stupidity as this. Any bill that forces a private property owner to do something against their wishes is a Socialist Bill...
This bill is as good as dead! Texas business will not allow this to happen. The assumption that Legislative Committee will kill this bill makes me laugh. This bill has been thrown in the trash three times and it keeps comming back.
Get a clue! Texans do not want law's that infirnge on private property ownership!
