While I've been following the 'Parking Lot' and 'Campus Carry' bills closely, I haven't paid much attention to this one (I don't have a boat). I just was wondering, how does this apply to boats on a lake owned by the COE?

Any pro-gun bill is a good bill, as long as there are no anti- amendments attached to it.
I think this just expands the language of the laws to include watercraft.

Can't carry on COE lakes/property; no matter what Texas law says ... UNLESS you get written permission from the District Commander (like asking the U.T. So, for example ... in addition to CHLs carrying in canoes/kayaks going down the San Gabriel river (Brazos River Authority) and having someone in a car meet them twice at each lake to have them drive the gun around the lake and meet on the other end ... there will also be unlicensed "MPA types" in canoes/kayaks/boats/jetskis .... meeting cars at the upper ends of COE lakes, to have them drive the gun around the lake and meet on the other end .... so they can be armed on Brazos River Authority waters .... until they reach the next lake where ....

Texas laws aren't recognized by the USACOE; in a nutshell, you can't carry on COE property/lakes... I'm sure all the MPA carriers know not to have a gun in the car on their parking lots

If you have a CHL, this won't change anything. Actually, I am not sure this will not change things. The legal question would be who owns the water in the lake. I have never really studied this area of law, but I have always understood that the state owns all of the navigable rivers and streams in Texas. Putting the dam across the stream to create the lake may or may not change that.

If I am correct about the water being owned by the state under the navigable streams claim, then a CHL is good enough right now and would not be needed if this bill passes. It would make the boat on the water just like the car on the highway is now.
But it would only work for people entering the lake through some legal method. It would not change the COE owned park land around the lake. I was thinking of the post about having a car meet you and drive the pistol around the lake when I wrote the first post.

Riparian rights in Texas is an area full of quirks though.
I know what you're saying about navigable waters etc.
Lots of kayakers studied it more than I, ... I quit at areas concerning Spanish land grants which change who owns riverbeds, but only on certain creeks, etc

AFTER IT PASSES ... Think I'll E-mail legislators about HB25, which is on Local uncontested Calendar today, so it should easily pass.
I might ask if I store a kayak in my dorm room in case of Flooding or robbery ...... I wouldn't have to conceal the whole kayak would I?
Darn heavy holster to lug around ... 35 pounds is about the lightest kayak
just joking ....I know ... I'd still have to leave kayak with gun outside buildings, like a car ...

Lake Austin Anchored Kayakers fishing ALREADY fear UT Austin's rowing team they are bad drivers (always driving fast in reverse) with an attitude... now they might have guns, and no CHL training ....
