You may have a hard time finding a Like New condition M4 223 for $700. CMMG, DMPS, and RRA usually start around $1000-1200 new. You may get one used at $700 but it will probably have had a few thousand rounds through it.

Just to put things in perspective.......
I own a RRA and it has a Aimpoint CompM4 Sight on it. The Sight cost as much as the rifle!
I have never shot it! I have 1500 rounds of ammo for it and although I have never shot it, I would not sell it for any amount of money.
I cannot imagine anyone that owns one that would be willing to sell it for 700.00. Especially with another AWB looming on the horizon! Not only will they go up in price (they already have), but the thought of not being able to buy one at all in the fairly near future makes most people wanting to keep what they have.
You would have been wise to look for one in the 700 range about a year ago (or longer).

Academy has the S&W M&P 15 on sale now for $849 and it is optics ready.

They can do layaway, so drop the $700 on it now and bring in $200 on the next paycheck.
Enjoy the hunt. I just got my first AR a few weeks ago and love it! But be aware, 400 rounds of ammo goes quickly (less than an hour)

I'm working with about the same parameters as you in order to get something before the election. I came across what I think is a great deal from a guy out on Colorado Springs. He has a variety of packages available until election day known as the "Economy and Election Emergency Kit."

Call Rob at Talon Arms...he has a CMMG flattop with a rear BUIS for $799. It's tough to find a quality AR for $700 or less.

I have a CMMG lower on my 9mm SBR and I'm very happy with it. Any stripped lowers that I buy in the future will also be CMMG.
You can find maybe an Olympic for a little less, but I wouldn't recommend them. Their quality is a bit spotty IMHO. They have 2 closer to your budget but I'd personally spend the extra.

Chrome lined barrel/ flat top upper receiver (with charging handle and bolt carrier group) from Del-ton

If you just have 700 bucks, I'd say get some type of iron sights, as that's not gonna buy any optics (unless you just happen to have one lying around) the red dots and reflexes and what not cost 3-4-500 bucks and that's just the bottom end (well there's the realllly bottom end I guess you could get if you wanted cheaper)
