It's really not Speaker Straus's style to refuse to refer a bill to committee. By referring everything that comes across his desk, he gets to claim that he's a "hands-off" Speaker. He prefers to exert his influence in Calendars. That way, his actions are exposed to significantly less scrutiny.

The goal and motivation for SB299 is not to establish open-carry, but to address the perceived problem of being arrested for unintentional failure to conceal. That is why the definition of a concealed handgun was not repealed.

I see your argument and it just might prevail in court, but like you, I wouldn't be the test case!

Thank you Mr. Cotton, my wife and I were having this discussion in anticipation of our CHL class saturday. I mentioned this thread to her and we were able to talk through it. She was concerned about somebody seeing her (holstered) handgun in her purse if she opened it to retrieve her wallet or checkbook etc. This bill seems to cleanup the language-as you observed.

SB299 passed the Senate, now it starts all over again in the House?

Yes, perhaps the House can amend it to reflect HB 700 and send it back.
