Well I know it gets implemented on 01/01/2016 but doesn't it become law in Sept. 2015?

It is a law as of today but doesnt take effect till 1 second past midnight January 1st 2016.

I actually think you don't have to wait that extra second. I believe 12:00:00 is considered the next day.
