Campus Carry -- Where Are We Now?

"Although the Senate did not consider a separate proposal that would allow CHL holders to carry their firearms on public colleges and universities — commonly known as “campus carry” — Lt. Gov. Dan Patrick, the presiding officer of the chamber, said in a press release Speaker Joe Straus promised the lower chamber will approve it on time to be sent back to the Senate for final passage."

The above is a press quote. I found one press release from the Lt. Gov from yesterday touting various achievements, but that one did not mention campus carry. What I recall from yesterday was the Lt. Gov, Sen. Birdwell, and Sen. Estes alluding to a presumed agreement that campus carry would be brought up in the House. I would like to see confirmation of that, particularly if we need to remind House folks of this agreement.

Sounds to me like the House is going to amend the bill and send it back to the Senate for approval as late as they can, so the bill will be killed in the Senate. Or passed with an opt out clause.

I can only hope that whatever deal was made was acceptable to Sen. Birdwell (who was adamant in March about not having an opt out clause for state universities).

I bet the deal that was made involved the passage of $3B in bonds for Campus improvements.

From Students for Concealed Carry:

Our supporters in the Texas Legislature have worked out an agreement whereby the Texas House will hold a floor vote on Senate Bill 11 (campus carry). Passage in the House is the last step before the bill reaches the governor's desk, but the floor vote must happen by Tuesday; therefore, we don't have much time to secure the votes we need. We need your help RIGHT NOW!

Please send an email to these members of the Texas House, asking them to pass Senate Bill 11 (campus carry) with only those amendments acceptable to the author. You don’t have to email each member individually; you can email them all at once. The email can be as simple as this:

---------------

Dear Members of the Texas House:

Please vote to pass Senate Bill 11 (campus carry) with only those amendments acceptable to the author. Please vote against any amendments (e.g., opt-outs for public colleges, exemptions for specific colleges, or creation of a patchwork of "gun-free" zones on college campuses) that would undermine the intent of this legislation.

Thank you,

I've called Speaker Straus as well as my rep. I'll be contacting calendars committee members as well. I hope this thing moves!

I'm willing to wait and see but if he doesn't keep his promise, he deserves a big fat "F" from every gun rights organization.

I'm really hoping the quiet that I am hearing here means that SB11 is going to make it onto a calendar today. I would be really disappointed if all we get this session is the ability to wear OWB without a jacket...

I think the most important change is the reduction of penalty to 30:06 don't forget that.

Did that make it into 910 or is it on its own bill? For some reason I thought that hadn't made it yet. I've been a bit overwhelmed by the legislature for the last few days...
