Texas House of Representatives Question

I've been watching the live stream of the Texas House of Representatives for the last couple of days and kind it pretty intriguing, and since it was introduced to me on this forum maybe someone would be able to answer this question... Who/what is the person that stands next to the speaker and tells them what to say? I assume this person is someone that specializes in parliamentary methods?
