The GFSZA is a federal law. Does this mean local and state officials can’t enforce it?

If I'm not mistaken I believe that HB2622 refers to new federal gun laws passed after the date of the bill. I could be mistaken, though.

accessory, or ammunition;
(D)AAa program for confiscating a firearm, a
firearm accessory, or ammunition from a person who is not otherwise
prohibited by the laws of this state from possessing the firearm,

I'm not seeing language the protects against an "assault weapons" ban or a "high capacity magazine" ban. Am I missing something. Don't get me wrong, I'm happy with what the bill does, I was just wanting to make sure I was understanding correctly what it doesn't do.
