I can only tell you what I was told a couple of years ago by DPS. I spoke to them several times on the phone and via email while trying to get 'certified' to take prints for CHL. They said they would not accept prints from us until they had the letter on file. There is no specific requirement for training, although it certainly helps. It's certainly possible requirements have changed.

I've looked, but can't find the original email from DPS. If I find it, I'll post it up.
