I am just guessing that #7 and possibly some of the verbiage was added later. Somewhere back in the late 1990s, I recall doing a private NRA "First Steps" class for a very experienced TX CHL holder. He had done the research and correctly determined at that point in time, that the 3-hour NRA class was acceptable proof of training for the Florida CCW, yet the Certificate for Texas 10-hour CHL class was not.
