Got my certificate a couple of weeks ago. Received this today...
CONGRATULATIONS
Our records indicate you have successfully completed the renewal process. Your new CHL Instructor Certificate which expires on December 31, 2015 has been mailed. If you haven’t already received your certificate, expect it within the next two weeks. Please note this email serves as confirmation that you may continue to teach CHL classes even if you have not received the new certificate.

Yes, that's a new email that will be sent to all the instructor renewals that are up to date in their system.

No certificate yet but Got the same email today.

I received my certificate on dec 10th and 2 days before I received the same Email.. But I got the same email today @ 5:40
I wonder if I will be getting another certificate??

Same for me. Cert came a couple of weeks ago, but got the email last night.
