Get a Spikes Tactical!!! They are awesome and have the best customer service. Here's their entry level rifle:

At that price point, you're not going to find any manufacturer (of decent quality) that will include a rail. You can switch them out pretty easily though.
I really can't say enough about the customer service at Spikes. I just read this thread today from a fellow Texan. I was pretty amazed at the length Spikes will go:

Wow, that makes me want to give Spike's some of my business. That was truly amazing what they did. That barrel-breakin procedure is one of the most hotly debated subjects in the sport.
I don't know if there is an absolute truth to it unless you are a benchrest shooter with an electron borescope and lots of time.
For me, break-in consists of shooting the first 100 rounds with moly-coated bullets.
And I've only done that with .223s.
In the price range you posted, and if Dad is buying it as a gift, I'd buy a name brand that uses the mil-spec lower.
S&W, Sig, Bushmaster etc. You can buy all of these with the railed forend but you may have to do that online.
Otherwise order it separately.

What about AR rails? Do they fit on this gun? I am always leary of proprietary platforms because I don't want to unduly limit my options for add-ons and accessories. All these accessories can be taken off this Sig and put straight on any AR with Picatinny rails.

Sorry, I meant more like can I put quad a quad rail type setup on it? I just am not a fan of that stock furniture (no offense). You can buy a rail for the Sig but the rifle itself is at the top end of your budget without a rail. The rail is also going to proprietary to Sig as well. AR15 rails are almost all interchangeable. There are a few that have special barrel nut but it can all be changed if need be.
Keep in mind the rail adds quite a bit of weight to the front of the rifle and can make them unbalanced. I know the big honkin rails look the coolest but do yourself a favor and get the smallest rail that will fit your needs. Heavy rifles suck!

Without a rail on top? All mine came with one.
