Actually, the no-bill was mostly anticipated in light of the fact that a grand jury's function is to determine whether sufficient evidence exists to charge someone with a violation of the law. Since the evidence presented indicated that Joe Horn did NOT violate TX law the grand jury was compelled to no-bill him. The Chronicle interviewed Horn yesterday, and even if you have no real interest in reading anything further about the case itself, there are things mentioned like time dilation and perceptual changes under stress that many of us have heard before, but I think it's important for CHLers to keep hearing them...just in case.

The guy arguing for indictment really wanted to "emotionalize" things with words such as "vigilante" and "Dirty Harry" and by saying "taking matters into his own hands."

the law is already in our hands, so technically speaking, when we drive the speed limit, stop at a stop sign, or exceed the speed limit, we are "taking the law into our hands..."
