Apparently Grapevine is unaware of pre-emption

This was posted by a GV police Sarge today in our neighborhood forum. It's about bows and arrows but the Sarge referenced municipal code, you'll see it conflicts with state law. A few responses along with mine (at the bottom) are below.

A question regarding the legality of bow & arrows was asked of our office today so we thought we would render this post for everyone. And the answer is...listed below.

c. 16-48. - Explosives, firearms, other weapons, and fireworks.

(a) The possession of loaded firearms, ammunition, loaded projectile firing devices, bows and arrows, crossbows, dangerous weapons defined and listed in of V.T.C.A. Penal Code, § 46.01, and explosives of any kind is prohibited unless:

(1) In the possession of a state or local law enforcement officer on official business; or

(2) In the possession of a federal government employee with law enforcement authority and on official business as approved by the chief of police; or

(3) Written permission has been received from the chief of police.

(b) The possession or use of fireworks is prohibited unless written permission has been received from the chief of police.

May I ask where these items are prohibited from? I think there has to be more context to this post. I'm allowed to own and possess a loaded firearm, cross bow, etc. where are they prohibited from?

Jason, please clarify. If I read this correctly it would be illegal to take bow & arrow target practice in my back yard, have a conceal & carry license, have my son in possession of a slingshot and a rock, store fireworks from year to year for my out of state parents, etc. Seems hard to believe. Perhaps there was another part of the question?

Have you brought him up to speed and did he acknowledge it and changed his tune, I hope?

I saw this too and what he wasn't clear on was this was referring to Lake Grapevine not the city itself. An important thing to omit but it was and that caused some confusion.

I saw this too and what he wasn't clear on was this was referring to Lake Grapevine not the city itself. An important thing to omit but it was and that caused some confusion.

He mentioned it including parks as well, which is not enforceable - regarding firearms.
