As a Surgeon General, does he even have the authority to pull this off?

No. He can make recommendations, and counsel Obama on memoranda and executive orders, but he does not actually have the power to enforce regulation. The other thing is, Congress might take the issues out of his hands, if the administration pushes too hard.

Elections have consequences, to quote the current presidential poseur. Yes. Take back the White House..... although from my perspective some of the republican frontrunners would not be that big of an improvement either.
