Took a chance and scanned my CHL-100 form and sent it to DPS via email attachment. I had heard it was possible, but even my instructor was not aware it was a viable option. Two days later it showed received and updated, and I received a conformation email. Sure beats using the post office. So if anyone is unsure about doing it that way, don't be. It works great.

Was it for a renewal or a new application. My understanding is it has only been approved for renewals.

I apologize for not declaring in my original post that the online method was for my renewal. It is fast though. I submitted it last Monday and today it is mfg. pending already. I do not know if it works on the 1st timers. My next will be my 3rd so no documents needed at all for that one, yippee. I hope this info helps. Maybe someone can get a clarification about the online service being available for 1st timers.

Last I heard on here a few weeks ago, it was only for renewls. New apps were not being accepted yet

well adding to the matter , I was asked to use it by one of the DPS rep to send some docs using the contact us submitting method, we will see how long it takes for them to get back to me

You can submit new applications via email now too. As long as you have a Texas DL license and are willing to use your DL photo for the CHL license. You must hand write "Please use my Texas DL photo" on the CHL-6 form. This does not apply to those who have out of state DL's. So, yes you can now send in New applications via email. Many have already done so.

I wish I would have known that a few weeks ago. Oh well... The process is moving along fast enough...
