for CC does one need a holster or just be able to "pocket" a snub-nose in pants to be in compliance?

While pocket carrying without a holster is legal, it is not the smartest thing anyone ever did. In fact, quite a few NDs have happened just that way.

Get a pocket holster for it. You'll be much safer.

Personally, I wouldn't carry in any form without a holster or at least something to protect the trigger. However, it is legal to carry concealed without a holster. Open carrying, on the other hand, requires a belt or shoulder holster. Hope this helps.

I'd say a holster is required for safe carry of any handgun - pocket, IWB, belt or shoulder. Triggers by themselves don't differentiate legal or illegal.
