I completed course and mailed the packet just prior to my birthday in June. Rec'd CHL valid unitl birthday of June 2012.

It appears that the ideal strategy should be for applicants to submit the packet a short time after their birthday has passed. My birthday was in June, and I submitted my application in early July. Accordingly, my CHL is set to expire in June of 2012.

That'll give me just under five years of eligibility for this first CHL issuance.
