BUT--my only problem with that is--you complain about an instructor--his ticket gets pulled--AND then everyone he taught gets their ticket pulled

Wonder how that would affect all the people that person instructed ? Sure would suck to find out Your license was no good because of bad instruction

There's probably a difference between how DPS responds to someone showing too many videos and somebody selling certificates without a class or tests. The first probably would only affect the instructor. The second probably would AND SHOULD affect the "students" who submitted a training form saying they had 10 hours of instruction, or passed the tests, knowing full well they didn't.
Tyranny is identified by what is legal for government employees but illegal for the citizenry.

I think it will depend on the severity of the infraction. Someone who complains about a class where a few 30 - 45 second videos are shown that may or may not be really relevant, vs. a class that spent 4 hours in the classroom, 4 hours on 'break' and 2 hours at the range will be handled totally different. These extreme violations are the ones the DPS is going to be looking for.
I have heard stories of instructors waiving range requirements, holding 4 hour total (including shooting) 1st time classes, etc. The whole change this year to track time spent was an attempt IMO to try and make these questionable instructors do the required time and make sure the curriculum was appropriate and relative. It was also a way to make the students aware of the amounts of time they are required to spend on subjects so they 'know' if the instructor is taking shortcuts. That way if DPS comes back and questions a student from particular class, then they can't claim ignorance on how much time they were supposed to do.

Good question. If there was way to stop payment on your check or CC for failure to perform, etc., you might get the state's attention. ITMT, it's all about the, paid in advance, revenue going into the General Fund in Austin.
