Trying to bring the gun up to the chest, level to the ground, and finding the sights as the gun gets pushed towards target, but at this point that has been really slow and awkward.

Once you have times under 2.5 seconds, switch from the plates to the index card. Don't be surprised if your times go up. An index card is a little bigger than half the size of those plates. 15/28
Then keep working on your time. Go as fast as you can reliably hit but not much faster. Two hits in 3 seconds beats three misses in 2 seconds.
