An H-4 visa ("immediate family member of H-1B visa holder") makes you a legal resident alien. You are perfectly legal to purchase, own, and possess firearms. Don't rush to sell your pistol.
As others have said, the CHL course is not a gun safety training class. There are lots of good training classes available; check for the NRA Basic Pistol course, or NRA Personal Protection in the Home course. The CHL course deals with Texas law, and tests for basic proficiency with a handgun.
The SSN requirement for the CHL is an obstacle, but I think it can probably be overcome, depending on how much time you want to spend battering down that wall. The only reason the SSN is required, is to make sure you've paid child support. You can't provide an SSN if you neither have, nor or eligible for, that number. I would write "none" in that space, and add an attached statement that you neither owe nor pay child support (assuming that is the case).

Oh, and if you are ever in the Northeast Texas area, and wish to pay tribute to your countrymen by making noise with some Lee-Enfield rifles, I'm your man. Give me a shout, and we'll burn up some .303.

just received this reply from the Concealed Handgun Licensing Bureau ;
You are not required to have a SSN but when an application is submitted
without a SSN an affidavit will be sent and will need to be completed
and returned for verification of this.
For legal residents born outside of the United States, you are required
to submit a copy of your permanent resident card that has an Alien
registration number; or a US Visa with an I-94 number along with a
current copy of a hunting license.
You must contact the Immigration and Customs Department to see if you
are eligible to possess a firearm.

and reading thru section R, i am not allowed to posses a firearm,
i'm more than happy to abide by all your laws and rules but it seems heavily one sided against us, and we are here legally,
it took over 2 years (luckily my wifes employers kept the position open) and around $7000 to do it legally,
wish i'd just come over illegally, we would have had more rights,
we were thinking of going back home anyway and this may just be the icing on the cake,

There are exceptions to this general prohibition. The exceptions are as follows:
1. nonimmigrant aliens who possess a valid (unexpired) hunting license or permit lawfully issued by a State in the United States;
Go buy a hunting license, and you're golden.

Just got back from the CHL Instructor's course, where the ability of Legal residents to own a gun with a valid hunting license was mentioned by the Legal Staff.
Get that license, get all the training you can about safety and the laws. Take responsibility. We need all the good guys we can get.

My husband is Finnish, but lived in Sweden until moving here. They have complete anti-gun laws there - no carrying by civilians. In Finland you can buy a gun and he said he thinks you can get a permit from the police to have one -- but you'd be up a creek if you ever really shot someone -even coming into your house, go figure!
