So with an extra TX CHL out of the question, what would be an affordable/easily aquired option?

Get a non-resident Utah CFP. Plus, it will add 4 states worth of reciprocity your CHL doesn't currently afford.

Depending upon whether a person is more interested in visiting WA or NV, and AZ non-resident may be a better choice. No additional training required for a Texas CHL getting an AZ non-resident.

Since misplacing my wallet for several hours today I've been mulling over contingency plans.

About twice a year I take all the cards out of my wallet, scan them front and back on a color scanner (I can just barely fit them all on one scan) and save the scans (front and back) onto my hard drive. Then I "print" them to a single PDF file and then save that PDF file as password protected.

I then attach that password protected PDF file to an email message and save it in the DRAFT folder of one of my email accounts that I am able to access from any web browser, including my mobile phone.

Now... this may have absolutely zero weight with law enforcement, but, worst case scenario, I can retrieve a color copy of my licenses from any web browser. I do this mainly in case my wallet is lost or stolen and I need to call in and cancel my credit cards, but, it also serves as a backup for licenses.

Option 2..?? Memorize your DL number. If a LEO can pull up your DL, they'll see your picture and the CHL annotation in your DL record.

In my case a second license would not solve the problem of what to do when I misplace my wallet since I keep my reciprocal license in my wallet next to my TX CHL..

You still need your DL or State ID card so, if you misplace/loose your wallet you still can't legally carry.

For the sake of clarity, I don't advocate a CFP instead of a CHL, and my posting record on that is very clear. I got my CFP for exactly the reason of a) having a backup license in case I lose mine, and b) having a backup license in case there is a delay in processing or some other unforeseen circumstance which causes my current CHL to expire before having the plastic for my renewed CHL in hand. I've never advocated getting a CFP instead of a CHL. That said, I do believe that the CHL is too expensive, and Texas has a lot to learn from Arizona about the 2nd Amendment.

Comparing apples to apples, the FL permit is good for 7yrs.
$28/yr vs just under $17/yr.

Yeah, should have clarified that, plus its only a 4 hour class with no test or shooting proficiency.

If you a vet with an honorable discharge, it will only cost you $117 no class required, your DD214 qualifies you, so yeah it is quite a bit cheaper.

Organized competition counts too so IDPA match results might work.

Even now, in the second decade of the 21st Century, Florida requires a new set of fingerprints for nonresident renewals. In addition to whatever the prints cost you, Florida charges an additional $42 to process them, so renewals cost $107 (compared to $65 for Florida resident renewals.)

If you're looking for a license to augment your Texas CHL, rather than replace it, Utah is a better long term option. I say that as someone who got a Florida license when Gov. Richards was in office, and planned to move there if she was reelected, but is now considering letting my Florida license lapse next year because of the unnecessarily high renewal cost. Sentiment only goes so far.
