Legally - with you standing just like that - I say yes. That COULD be a cell phone case, I see nothing to indicate it is a firearm.

Now as soon as you raise your arm, I bet my opinion would change to "not concealed". Either way, that is too close for my comfort and I wouldn't advise it.

Agree, the firearm isn't visible, but the cant of the holster indicates, to me, a gun, not a PDA or cell phone. I agree it's close, but I tend to 'not concealed'.

I wouldn't venture out with it....

§ 411.171. DEFINITIONS. In this subchapter:

3) "Concealed handgun" means a handgun, the presence
of which is not openly discernible to the ordinary observation of a
reasonable person.


That meets the definition of the law IMO.

If you have to ask, it's probably not concealed.

While it is technically concealed, I believe you're asking for trouble.

As you stand right then, at the moment the picture was made, it was concealed. Now get in your car, drive across town, get out, bend down to pick up something you dropped, go in the store, reach for something on the top shelf...

It's not just whether it's concealed at any given moment, it's whether it stays concealed through a range of normal activity.

One more thing. If thats how you wish to dress you might try a IWB holster. If you had one like that I would bet that it would conceal even when you tried to reach for something on the top shelf.
