MPA when CHL is in the mail

First of all I'm in the army stationed in FT Bliss,TX. I am currently on leave in Victoria, TX about 9 hours away. I just found out my liscense had been mailed to me on Monday. The problem is I'm on the east side of Texas and my liscense is being sent to the west side. Am I allowed to carry under the MPA even though I am liscensed to carry?

Until you receive your license, yes.

Yes. If you are stopped on traffic, it's quite possible the officer will ask you about your CHL when he/she runs your DL and it comes back that you have a CHL. Just tell him/her that it apparently is in the mail. It might be a good idea to print the DPS status page so you'll have that with you as well.

There was a thread a while back. Okay, a few threads here and there. However, I don't remember what the consensus or final decision was.
The penalty has been removed for not showing our license, but what about being unable to?

If you're "carrying a concealed handgun and a valid license" then 46.02 does not apply. However, if you're not carrying your license, 46.02 does apply. Whereas MPA is part of 46.02, it should apply when you're not carrying your license.
It's true there's still a requirement to display the CHL under certain circumstances, but failure to do so isn't UCW.
