I am reproducing in its entirety a post by Ken Grubb which appeared this morning on the PA-CCW mailing list. This ranks each of the "shall issue" CCW states by the percentage of adults who have a permit to carry a concealed firearm.


After crunching through the 2000 Census and 2003 Census estimates, the numbers in Chris Bird's Fourth Edition "The Concealed Handgun Manual", some official sources online which are a little more current, and filling in a few gaps from a 1998 CCRKBA report, the winners are:

6.79% Indiana
6.76% Pennsylvania
5.23% Connecticut
5.12% Washington
4.34% Idaho
4.10% Utah
3.86% Oregon
3.45% Tennessee
3.15% Alabama
2.72% Florida
2.71% Kentucky
2.67% Wyoming
2.41% Maine
2.18% Arkansas
2.11% Virginia
1.94% West Virginia
1.76% Arizona
1.75% Oklahoma
1.70% Montana
1.70% Michigan
1.62% Texas
1.39% South Carolina
1.34% North Dakota
1.00% North Carolina
0.86% Mississippi
0.62% Louisiana
0.58% Nevada
0.45% Minnesota
0.36% Missouri

Honorable mentions go to Georgia and New Hampshire. These are "old wave" Shall Issue states--IOW, pre Florida. Because issuance is scattered among many local agencies, no one in either Georgia or New Hampshire is collecting statewide numbers on how many folks are packing. Seems reasonable to place 'em somewhere between the two statistical extremes among the other "old wave" states (South and North Dakota). However, if I were a bettin' man I'd put 'em near the top, and probably above Washington.

Total licensees among the Shall Issue states (excluding Georgia and New
Hampshire):
3,079,246

Total population living in True Right To Carry states (Alaska and Vermont):
1,267,925 (0.44 percent)

Total population living in Shall Issue states:
185,039,207 (63.75 percent)

Total population living in May Issue states:
81,350,620 (28.03 percent)

Total population living in No Issue states:
22,588,641 (7.78 percent)

Apparently New Hampshire is about 13%

I just did a count...Yes...I can count more than what I have on my fingers and toes...Thank you very much...

Texas has reciprocity with 28 of those states noted above...

With getting a non-res Utah permit, it makes it 33...And its all those states I believe that are shall issue noted above...

I think unless you start getting a couple more permits from other states that are not on the list (if you can), I believe this is about it...

Plus the extra cost, and term of the licenses is a factor...Is it truely a cost effective endeavour to get as many permits and licenses as you can...

But the precentage of actual permit holders is amazing...You'd think it would be a better ratio...

Looking at the requirements to get a license in New Hampshire and South Dakota, they have a couple things in common:

-Both are very low cost. $10 for residents

-Neither seem to have any training requirement

-Background checks don't appear to be as stringent at Texas

-Licenses appear to be open to those 18 and older

-Neither have many restrictions on where a licensee can carry

If we want to increase the number of people who get a license in Texas, these are areas that will likely lead to an increase.

Do you know if those numbers represent the total number of adults in each state? Or the total number of ELIGIBLE adults?

I think it is supposted to be the total number of adults.

Texas has 247345 permits with a population of 22,490,022, which give a number of 1.0998%, so the number's may be a little off... or maybe they are supposed to be number of ELIGIBILE adults?

I'd consider all the numbers a rough estimate <shrug>

UPDATE:

Found some census numbers for the number of 18+ year old adults in Texas. http://www.census.gov/Press-Release/www ... 01703.html

The census number is 15,9000,000 for adults in Texas. Yielding a figure of 1.56% of adults in Texas have a CHL.

Since it's supposed to be calculated on the number of adults, you have to exclude under-21.

Census.gov says that in 2004, Texas had 21,912,164 residents, and 15,662,245 were 18 or older. Assuming a fairly constant ratio from 18 to 21, we can subtract just over a million in that range to give us 14,620,590 residents who are 21+.

Using your number of 247,345 CHLs, we get 1.69% of the 21+ population.

We need to insert the word" eligible" somewhere to correct the skewing we get due to so many of our neighbors being present without official sanction.

Here in the Valley, perhaps as many as 40% of our residents are "undocumented" and ineligible. If we take out the statewide number of folks who do not qualfy for CHL, we'd get a much higher carry ratio.
