I would guess yes. I found out the long walk back to the car way that you can't carry inside the fenced area. No one told me that it was a "beer in the streets" kind of event.

Carry away. It's not a professional sporting event and certainly doesn't qualify as an amusement park by any stretch.
Dunno how it'd qualify as a 51%, either.(1) "Amusement park" means a permanent indoor or outdoor facility or park where amusement rides are available for use by the public that is located in a county with a population of more than one million, encompasses at least 75 acres in surface area, is enclosed with access only through controlled entries, is open for operation more than 120 days in each calendar year, and has security guards on the premises at all times. The term does not include any public or private driveway, street, sidewalk or walkway, parking lot, parking garage, or other parking area.

CAUTION: Several of the Fiesta events (NIOSA jumps to mind) are almost certainly 51% events. Watch where you go. I don't think the carnival area would be 51% though.
And for the parades and things, it is still city streets and public property.

Where you can carry, you should. I love San Antonio, but when I was last down there for Fiesta (2001)...
I was sitting at an outdoor restaurant table when a guy in his 20's comes sprinting by, jumps over a wall, stumbles, and out comes a full size Glock skittering across the pavement. This was about 25 ft away from where I was sitting. Another guy comes running after him at full tilt and he gets up and runs off to get away. Chasing running guy #2 are two very fit (and very angry SAPD)... SAPD #1 grabs guy #2 and wrestles him down and cuffs him. SAPD #2 retrieves the Glock, but doesn't chase running guy #1.
It was a real Starsky and Hutch type foot chase, for those old enough to get the reference.
Kind of surprised me. I wasn't carrying at the time as I had been drinking and visiting some 51% locations. Nowadays, I think I'd stick to non-51% places and drink little if at all so I would feel comfortable carrying.
