Help with a question

This past week i was in a social security office. There was a law officer with badge, i.d. and gun. No uniform. He was a local town policeman.
The gun carrying security guard that was near the front entrance wouldn't let him in the building. The guard wanted him to go put the gun in the car. Officer replied that he was on duty and was not allowed to be without his gun. His affairs were conducted outside of the building with a social security rep coming outside.
My question is, is this legal for not letting the policeman in?

If the police were not there to investigate, apprehend or arrest - they cannot carry a weapon in the Federal building. In other words, personal business does not let you past the guard with a gun - the guard was correct. However, while working in a Federal building with Federal courts, I watched armed local police that had been subpoenaed walk past security and into the courtroom without challenges. So - go figure...
