Weird, especially since being able to legally purchase a firearm is one of the requirements for obtaining a CHL.

If he's under 21 (retired/discharged military), he wouldn't be able to buy (retail) a handgun, but would still be able to purchase long guns... unless he's saying he can't AFFORD to buy a firearm.

Have you seen the CHL or has he just said he has one?

Maybe, he has been found guilty of something since getting his CHL and the state has simply not revoked it yet.

Or, his name is the same as another individual that cannot purchase a firearm and is getting mixed up.

Possibly military and not 21. You have to be 21 to purchase a handgun but there is an exemption for persons under 21 to get their CHL.

Another thing...if he has a CHL, then there's no need for the store clerk to call it in, so how could he be turned down?

The above, or the Wife/GF/Significant Other has banned him from buying a new gun as mentioned, or he just doesn't have the money.
How do you explain a dog named Sauer without first telling the story of a Puppy named Sig?

The 18-20 military thing looks like the only possibility legally, because one of the CHL eligibility requirements is being legally eligible to buy a handgun.
GC §411.172. ELIGIBILITY.
(a) A person is eligible for a license to carry a concealed handgun if the person:
(9) is fully qualified under applicable federal and state law to purchase a handgun;
It's also possible he's messing with you (like the example of his wife not letting him buy another gun) or he could be lying.
I believe the basic political division in this country is not between liberals and conservatives but between those who believe that they should have a say in the personal lives of strangers and those who do not.

Dog gone monthly budgets.......I think the manufacturers of hand guns ought to merge with the ammunition manufacturers. They would then give the guns away for a two year contract and offer a number of monthly plans from one box per month for say, $20; to a plan with unlimited ammo of unlimited calibers per month for say...$100/mo. :mrgreen:
