Non-res. for CHL holder moving out of state--assistance?

All;
Having been a Texas resident and CHL holder for some years, I have retired and moved to Alabama (don't ask why--my wife's from there, so..)[p]

HB 225 says only that "DPS shall make a rule..."[p]

I've searched the TX DPS CHL site Subsection 6 rules, and can find nothing specifically pertaining to the ID card or obtaining thereof.[p]

DPS CHL advises first that I must have a "Texas ID Card" and transfers me to the allegedly appropriate department. No soap. They transfer me to the "701 group" who state that they only renew Texas IDs and that I must apply in person for a TX ID card.[p]

Somehow, this doesn't seem to be a workable "non-resident support" program and I'm sure is not what the Legislature intended. Would someone from WA or ME be expected to travel to Texas to get an ID in order to have a non-res?[p]
