WHat is the date used for criminal background?

So under the CHL eligibility requirements, it states "has not, in the five years preceding the date of application, been convicted of a Class A or Class B misdemeanor or equivalent offense or of an offense under Section 42.01, Penal Code, or equivalent offense".

What date does it use for the "5 years preceding" part? Is it the date of the offense, date of filing, date of plea hearing or ?
1/19/13 - CHL Class | 1/25/13 - Online App Submitted
8/23/13 - Fingerprint Appt. | 9/7/13 - Packet Mailed
9/11/13 - Delivery Confirmation of Packet | 9/27/13 - Manufacturing Pending

Date you were convicted.
