Born out of Country Documents
My wife was born in England but has been a US Citizen for a couple of years now. She registered on the DPS website and is scheduled for her class on 12/1/12. I noticed on her checklist that it asked for "Born out of Country Documents". What does she need for this? She does have a US passport.
Yes the Marines are a Department of the Navy.....The Mens Department....

US passport is just fine. Make a copy to submit to DPS with your class paperwork.

I too was born out of the country and just submitted a copy of my US passport. That is all that was needed as my CHL status says it is in the mail.

Since my wife got her US citizenship within the last two years, she had a lot of stuff ready-at-hand. For that reason, we figured that sending a bit too much info was easy enough, and would certainly appease those who might otherwise have questions. She sent copies of her US passport, Argentinean passport, naturalization papers, & birth certificate (along with certified translations of the two foreign documents.
We submitted our paperwork on the same day, and she got her plastic before I got mine!

Your best option for personal security is a lifelong commitment to avoidance, deterrence, and de-escalation.
When those fail, aim for center mass.

My wife hit the same snag. She is an Air Force brat and was born in Spain. It's detailed here:

This was what I was looking for. I was born on a USAF base and didn't understand all this "out of country" documentation. I was born on a US base under US citizens and was thinking I had to go through hoops to get my CHL. I hope they take my birth certificate from the US state dept. If not, I may bag on this CHL and throw my $200+ I've already spent!

You were looking for a bunch of people to say "passport" is good so you could NOT get a passport that you know will work, and instead just send in your birth certificate and then throw in the towel if they don't accept it?

I was specifically referring to the Certificate of Citizenship, not passport. If it's as expensive as some others have stated, that might be deal breaker. That is if they don't take my BC or old Passport....if I can find it.

I was born in the Panama Canal Zone, which was an unorganized US Territory at the time of by birth; my dad is a US citizen and my mom is a panamanian citizen. I've never had a "certificate of citizenship," only my CZ birth certificate. I know it's not the same as been born on a USAF or Army base in a foreign country.
I sent a copy of my US passport 'picture page' and my birth certificate to DPS... that took care of it. I didn't call, but I assumed either document would be good enough, although I think some people may question if my CZ BC is enough proof of citizenship. So, I usually present my passport -or a copy- when I need to show proof of citizenship.
If John McCain can run for prez... so can I
