That was a real gun the boy pulled. If it were a toy, why would he hand it off to the ADULT who stashed it in a bag? The adult was probably trying to teach the boy how to rob people. A lot of crime is committed by children guided by adults because the children, if caught, will get no permanent criminal record and will be released at age 18 if sent to juvie. Also, getting kids to commit crimes for you, lowers your own risk of going to jail.

In a neighborhood like that, many people would already have their hand on a concealed weapon in their pocket. The second a kid pulls a gun and points it at someone in Texas (not Philly), he would've been shot because nobody is going to notice that it's a kid. All attention is focused on the very real gun in his hand. There's no time to examine mentally, "oh, it's a kid, maybe I should risk my life and grab it out of his hands instead of shooting." You see a gun pointed at your face, you automatically pull yours and shoot. You need to be real fast here because he's already pointing the gun at your face. There's no time to think.

In a shoot house at Fort Bragg they had target silhouettes with photos of various people, most holding weapons one not. We weren't too far removed from Vietnam and one of the targets was what appeared to be about a twelve year old holding an AK-47. In the class preceding the "live fire" we were taught "see the weapon not the shooter". There were still some hesitations; I didn't but then again it was just a target.

If I was in Philly, I'd crap my pants and give the little miscreant what he was asking for, because it would be illegal for me, a law abiding citizen, to carry, or even OWN a weapon; and he, being a criminal, wouldn't much care about that little limitation. He also would be ready and willing to pull the trigger, as he's been taught by his handlers that he has nothing to worry about; if they don't give you what you want, just pop a cap in 'em, you're too young to go to the house.... On the other hand, if I was in the great state of Texas, I would pat my CHL, draw my legally concealed weapon and discharge rounds into the aggressor until the threat to my life had stopped. Don't care how old (or young) the aggressor might be; bad is bad, and dead is dead - you or them. NEVER under-estimate your adversary...... :nono:

That isn't accurate. In fact, a PA License to Carry Firearms (LTCF) costs $20, is good for 5 years, and requires no training. PA in many ways is more firearm-friendly than Texas. I understand Philly is a cesspool, but even there people are licensed and do carry.

Their statutes on justification and use of deadly force are reasonable as well. A kid pointing a gun at you? Shooting him is 100% justified under PA law.

Contrary to popular belief Philadelphia cannot trump state law through local ordinance, just like Austin can't here. I always carry when visiting my alma mater, the campus is surrounded by less then safe areas. Just a few minutes from the site of the first strategic bombing campaign undertaken by the mayor of a major U.S. city. http://www.liveleak.com/view?i=a91_1342041024
Both concealed and open carry is legal for Texas CHL holders.

In Philadelphia you do need to be aware that the National Park Service controls/operates multiple historic locales where weapons are frowned on.
