I don't see why not. There is no requirement to have a DL to have a CHL. You are required to show a DL or State ID at the time of taking the class but I've never seen where you have to carry them or even maintain them.

GC §411.205. REQUIREMENT TO DISPLAY LICENSE. If a license holder is
carrying a handgun on or about the license holder’s person when a magistrate or
a peace officer demands that the license holder display identification, the license
holder shall display both the license holder’s driver’s license or identification
certificate issued by the department and the license holder’s handgun license.

I Think that means you have to have DL or State issued ID along with CHL :thumbs2:

Why wouldn't the CHL be Identification? It has it all on it. If LEO wouldn't think the CHL identified you than how would DL identify you?

CHL is not a valid ID in Texas. It is only considered a valid secondary method of identification. However, to get a CHL you need either a valid driver license or a state issued ID card and you must present one of those along with your CHL when asked for ID if carrying.

In the City of Houston, and perhaps elsewhere, if an HPD officer asks for ID and you do not produce it then you can be arrested and taken in. Does anyone know if that is a City ordinance or statewide? I will ask tomorrow and share what that officer says.

Although you are required to produce your CHL when asked for ID there is no punishment in the law for not doing so. I can't imagine HPD make these type of arrest. Maybe before the law changed.

Please share the reference to the municipal code they say I'm violating.

When asked for ID you must produce an ID or DL and CHL only if you are carrying at the time. If you are not carrying all you need is ID or DL.

If you're not carrying and not driving, you don't need those either.

We're not in WW11 Germany where a Nazi could arrogantly demand of any citizen: "Your papers schweinhund!"

You can walk around (not carrying) without I.D. - It's not against the law.

If an LEO were to arrest you for not carrying an I.D., (again, assuming you're not carrying a gun) here in the U.S., it would make a very interesting legal situation...

If you have applied for he address change on your DL then you should be good. They just need to match your current physical address.
