I think the answer is "no you can't carry" but maybe I am wrong.
Some churches are being set up at middle or elementary schools, can you carry there? Again, I read it as no, but could you make the argument that its not a school function?
...but its still school property.
Remember I said no, it was my colleague who thinks differently.

School premises don't cease to be school premises when they are used for other purposes, unfortunately.
