You are indeed correct about that problem, sir. Fortunately, El Paso isn't the "loudest" city, horn-wise. Thus my firm conviction that horns should be removed from cars, or be an extra cost option with ticketing for misuse.
I think horn misuse is already a ticketable misdemeanor - it's just that it's not enforced.
