I left my 1995 CHL-16 book at home and I'm traveling, but I don't think there was an exception to 46.035 for having consent in 1995-96. I'll dig it up later and post, but "effective consent" is a concept in the 30.06 language, and 30.06 didn't exist in 1995-1996. Where in 46.035 did it say you can could carry in Church, Amusement Park, Hospital, Nursing home with effective consent.
