Started the renewal online. But...

I got a letter from the DPS in the mail saying my CHL expires this year. They gave me a URL and a PIN to begin the renewal process. So I got online and went through the process--credit card and all.
But it wasn't clear if they're going to send me a packet like they used to.
It almost looks like I need to download & print copies of some of the forms and get the rest of the materials from the instructor.
Is that how things work these days or am I waiting for them to send me a packet like they did the last time?

They should get you a packet sent out in the mail shortly - with everything needed, especially if they charged your credit card already! And, hey, hey, the recent ones have included the 2005-2006 Laws booklet - finally!
We instructors can provide "original license" students with an "application form", but for renewals, the application form MUST be one obtained from DPS.

Greybeard is right. DPS should mail you a packet w/i a week.
If you are in a hurry, you can go ahead and take the renewal course. The instructor can supply the fingerprint card, notarized statements and the photo holder. (You will get duplicates of these from DPS but just throw them away.) You will need to wait until you get your packet from DPS because it has one (1) form that is pre-printed and you have to sign and date.

I had two students tell me that they received their packets 9 and 12 days after paying online. I think the holdup has been the new white books and the revamp of the notary forms.
The last batch of packets that were sent to me with certificates were missing one of the notary forms

One of my students in class last Saturday pointed out that several of the pages in his new law booklet had been stapled in UPSIDE DOWN ... Ya know what they say about good help being hard to find ...

My packet arrived today!
I began the renewal online late on the 24th of April. If you count the 24th that's exactly a week. Can't complain!
Seems like things must be moving pretty smoothly again.
