I didn't realize this was in the Congressional mill; it just passed the House with significant bi-partisan support:

As the story relates, it does pit the Second Amendment against the Tenth Amendment, and both are near and dear to me, but gives primacy to the Second in this case. I can see it passing the Senate (all those Dems from Western states being up for re-election), but no chance of being signed into law.
