My instructor recommended using regular mail to send in packet. He said there may not be a live body available to sign for certified mail. What has everyone's experience been with certified mail?

I sent mine certified so I knew when they recieved it so I could do the
long wait in the waiting room . good luck.

I sent mine regular and it was a guessing game of whether they had recieved it or not for weeks.

Even when sent to a post office box,
somebody has to pick up the mail.
Yea, in some instances, a "signature required" can delay recipt, but I think DPS has plenty of people available to receive certified mail - which I suggest (including the return receipt "green card") to all my students. Yea, it costs a little more, but gives firm documentation of when their 60 or 45 days begins.

I did mine certified as well, as per my instructor's suggestion.
I didn't want to end up like Will did, and sit around wondering if they'd received it or not!

Mine went certified mail also.
I now have a signed receipt showing who signed for it and the date it was received by DPS in case it should turn up missing later.
As others have said, the five dollars or so that it costs to send it certified is worth the peace of mind.
edited cause I kant spel

The peace of mind in knowing that DPS has it IS worthwhile.
Just understand that if your application "turns up missing" you will still have to resubmit, signed PO form or not.
