proposed bill-Texas DL identifies CHL?

I was visiting http://www.texastribune.org/session/82R/bills/" onclick="window.open(this.href);return false; today looking at bills that had been filed that our legislature will begin looking at in January. One of the bills proposes that a person's CHL status be identified on his driver's license. No, I can't find the bill...I've looked since this morning and many more have been filed since. Anyway, some thoughts and questions come to mind...
I really think this is a bad idea. Do I really want everyone who requests to see my DL to know that I have a CHL? My employer? The clerk at the grocery store? The bank teller? Anyone who needs it to verify my identity? I say no!
What is the idea behind this proposal? Am I missing something?
