I doubt they will. Unless they are running everyone thorough metal detectors, at a single access point, then they won't be. I have never seen a fireworks show at a city they did this. If they do, identifying yourself to the LEO and showing your CHL to them would potentially get you in. However, you might end up finding a LEO who says you can't go in. While they legally can't keep you out of a city park, you would be hassled.
