Do we still need to send in our old CHL when doing an address change?

Nope.
The "returning the old license" is obsolete anyway, since the whole distinction between semiauto and revolver went away.

Actually, you NEVER had to return a license due to an address change. It only needed to be returned if it was "modified", which was defined as a change of class (SA v NSA). Since there is no longer a distinction for gun class, it never needs to be returned, now.
