Oddest thing....

I am typing this from Pasadena California, where I am going to be attending my mother's 90th birthday party on Sunday. We flew out of dfw at 7:15 this morning. My wife, son, daughter in law, and and granddaughter cam along for the trip. We got ourselves ensconced in our hotel, and my wife and son and I went to the local Target o pick up some odds and ends.
As we got on an elevator to the second floor with our shopping cart, another woman got on with us. At first I didn't even notice her. My son started patting his right side and said something to me about how it didn't feel right because his belt was lighter on one side than normal. The other woman spoke up out of the blue and said, "yeah, this is California, and nobody here carries."
Then she grinned and said "I'm probably the only woman in California with a concealed carry permit."
We had a nice little chat when we got off the elevator. She said she lives in San Bernardino county, and that's how she got her permit. Despite
Peruda, L.A. County still isn't issuing carry permits. I told her we were from Texas, and how everybody in my family carries 24/7and we're just not used to being unarmed in public. She laughed and said, "what are the odds you'd bump into the 1 in a million Californian with a carry permit who understood what your son was saying in the elevator at the Target in Pasadena?"
She wished us a pleasant visit and we went on our separate ways. Until moving to Texas in 2006, I had lived most of my life in California. I'm 62 years old, and this woman is the first person I've ever met in California who has a carry license and who isn't an LEO.

I hear that if you live in the right county, CA becomes practically shall-issue. Their permits are valid state-wide, so the trick is own a cabin or something in a gun-friendly county and have that be your official address. Or so I've heard.

A recent court decision is forcing California, against Sacramento's will, to become shall issue, but all the usual suspects are resisting it and ignoring the court's edict. Being true liberals, they only obey the courts and the law when it suits them. In California, licenses are issued by the counties, and although the counties are
supposed to have reciprocity, in practice they don't. Carrying in Los Angeles county under a San Bernardino county permit will likely get you arrested if discovered. You'll beat the rap, but not the ride.

I can verify there are a few shall issue areas, they are all controlled by the local sheriff.

Oh? Sounds like I'd win a civil rights suit then, in which case I'd consider the ride to be well worth it.

Being from one of the no-issue states and active in trying to get right-to-carry here, I've been following CA's situation closely.
There are currently 5 states that are no issue or no issue in places.
CA and NY are shall issue in most of the state but no-issue in the urban centers (around Southern CA and NYC)
MD, NJ, and HI are the only states that are no-issue although MD issues more freely than the other two, you need to be connected in MD to get a permit.

It doesn't usually freeze in San Francisco, but on this night, it dropped below freezing, and the bomb didn't detonate. I was very lucky. But, I thought of what might have happened. And, I know the sense of helplessness that people feel. I know the urge to arm yourself, because that's what I did. I was trained in firearms. I'd walk to the hospital when my husband was sick. those statements conflict...either she is lying or she isn't firing on all eight cylinders...or both...
