The rest of the world recognizes a central government in Somalia for diplomatic and economic purposes. However, that government is not in control of the entire territory, nor does it have uncontested power even in the areas that are more or less under its control (rather like Afghanistan).
It seems that ships ought to be able to stay 12 miles offshore, though, or whatever is recognized as the limit of territorial waters under international law.
