I think the answer is Yes.

The rest of the world recognizes a central government in Somalia for diplomatic and economic purposes. However, that government is not in control of the entire territory, nor does it have uncontested power even in the areas that are more or less under its control (rather like Afghanistan).

It seems that ships ought to be able to stay 12 miles offshore, though, or whatever is recognized as the limit of territorial waters under international law.

Pirates are attacking much further than 12 NM.

They are just thug's that are funneling money to terrorists! We and other countries are financially supporting terrorist activities against us! What a joke! Those Muslims aren't stupid you know.....

Very good question, Marine. At least one international law scholar has suggested that if a nation does not responsibly exercise its obligation to effectively exercise criminal jurisdiction in its territorial sea, through inability or declination, we have a different ballgame.

As an off topic side note, I had read that the place in the Western
World with the worst cuisine for your health is Glasgow, Scotland.
Apparently anything sugary or fatty is fried in lard, with more bad
toppings added to the original items.

It is common for men in their 30's and 40's to need triple and quadruple
heart valve replacement.

That being said, I would love to go to Scotland and visit.

A caller to a radio show said she loved the Scottish guest's brogue.
The next day a knowledgable person called in to correct that description.
Irish have a brogue. A Scotch accent is a burr.

Irish have a brogue.
Some people consider calling an Irish accent a brogue to be insulting.

A brogue is a type of shoe. Calling the accent a brogue meant the person talked like he had a shoe in his mouth.

I think most real Irishmen (born and raised in Ireland) would not be insulted by the term brogue. The Irish have a great self-deprecating sense of humor, and the word has been in use a long time.

You run into political correctness everywhere, though.
