Sorry Missouri I think has constitutional carry so he may not have been LTC. Conflicting reports about open or concealed.

He was released from jail two days before the shooting, despite four reported bond violations in May.
This is talking about the shooter and gun stealer. It pretty much sums up the situation for me. It also confirms that idea that being distracted with a visible gun is never a good idea. Today's world is full of opportunists just waiting for a chance with someone who is focused elsewhere. I went to the bank with our granddaughter this week while she was getting some cash and the lobby person reminded us about "jugging", the name given to criminals who follow bank customers upon their exit. The bank person said they had 3 of them in the past 12 months.

Paying attention to your surroundings ia a full time job.
