Understaffing is due to not hiring qualified people who are the wrong sex or color.
Under-staffing is due to 10 years of Federal Government neglect with no plan forward... causing high attrition rates.

Imagine your boss made you work overtime every week, as well as work every holiday... and you are constantly understaffed... and annual pay increases never cover cost of living increases... an when the inevitable happens and people die they want to blame you. Most people would quit.

Yes. Excellent question. The helicopter being too high was the actual cause of the accident. Pilot claimed they had the other aircraft in sight. ATC was understaffed by 50% and didn't take action to assure proper separation. Now we have to ask why?
